HOW IS THE ESTATE MANAGED

The various properties and staff of the estate are co-ordinated through a central management company called Bessborough Gardens Estate Management Company Limited.  This company is primarily responsible for overall security including the entry and closed circuit television systems.  It also employs the estate staff and maintains the gatehouse and roads.  The various estate properties contribute towards the running of the management company as follows:

BESSBOROUGH GARDENS ESTATE MANAGEMENT COMPANY

Bessborough Gardens (West) Management Co Ltd

Contribution 35%

A separate management company solely for the management and maintenance of the Bessborough Gardens (West) apartments.

Lindsay Square Management Co Ltd

Contribution 13%

A separate management company solely for the management and maintenance of the town houses that surround Lindsay Square Town Gardens.

Balvaird Place Management Co Ltd

Contribution 26%

A separate management company solely for the management and maintenance of the town houses located at 1-28 Balvaird Place and 14-25 Lindsay Square.

Peabody Trust

Contribution 26%

A company responsible for the management and maintenance of both Thomson House and Bessborough Place Properties.

The Board of Directors of Bessborough Gardens Estate Management Co Ltd are nominees of the above companies in proportion to their contribution i.e. Bessborough West - 3 directors, Balvaird place - 2 directors, Peabody Trust - 2 directors, Lindsay Square - 1 director. .

WHICH OTHER PARTIES ARE INVOLVED?

The management companies employ D & G Block Management as Managing Agents for Bessborough Gardens Estate, Bessborough Gardens West and Balvaird Place. Douglas and Gordon are employed to manage Lindsay Square. The Managing Agents are responsible for the collection of service charges, staff wages and the various day to day running costs of the estate. The Managing Agents report to and receive instructions from their respective management companies.

WHAT SERVICES DOES THE ESTATE PROVIDE?

  • The Estate Company provides security and other services by way of the porterage staff and security systems. These can be summarised as follows:-
  • Closed circuit television system (CCTV) – 22 overground and 4 underground cameras constantly monitor specific parts of the estate. All cameras are on a 24 hour recorded system and can be referred to in the event of an incident.
  • Swipe Card entry system – Individual computer programmed entry passes allow selective entry to the various entrances on the estate. In the event of loss, individual passes can be deleted from the system. Swipe Card passes are issued by the Estate Supervisor at the gatehouse.
  • Security Patrols – The estate is patrolled on average every one and a half hours, and each round is computer recorded at various call points. The patrolling porter also carries a radio handset to remain in constant contact with the gatehouse.
  • Cleaning and Maintenance – The Estate Company is responsible for the cleaning and maintenance of the roads, common garden areas, porter's lodge and common parking entrance/areas.
  • Supervision of all vehicles and persons – The supervision of all vehicles and persons providing services when entering and leaving the estate and the management of parking concessions for visitors.
  • Links with local authorities – Liaising with local authorities on matters affecting the estate areas such as Police and other functions within the Westminster Council.

REGULATIONS GOVERNING THE ESTATE

In addition to the various regulations contained in your respective leases, there are a number of regulations which are adopted for the quiet and safe enjoyment of the whole estate.

CAR PARKING – where a flat or house has an allocated parking bay this should be used at all times. Certain bays are controlled by regulated passes which are issued by the porterage staff. Residents must not park in the visitor bays. The Estate employs a private wheel clamping service which is used when car owners breach these regulations. There is limited visitor parking and this is controlled by the gatehouse. Due to these limits only two visitor parking permits per week will be issued to any one individual. Should any visitor wish to leave the site whilst their car remains parked on site, they must in the first instance contact the porter's lodge to confirm if this is acceptable. Failure to do so may result in your car being ticketed or clamped.

VEHICLE SPEED LIMIT – 5 mph within the Estate.

BALL GAMES – No ball games, roller blading or other similar activities are permitted in the communal areas and roads, apart from the designated playground at the rear of Thomson House.

WINDOW BOXES – No window boxes, planters or pots are permitted on external windowsills, as distinct from balconies. This is to ensure consistency in the appearance of the properties and to avoid safety risks in high winds.

WASHING – The external drying of washing is not permitted from any window, door or balcony area.

PRIVATE GARDENS – These should be well maintained and their growth controlled. Overgrown bushes can provide cover for burglars.

PETS – Pets are allowed but in the case of specific complaints the Estate Management Company reserves the right to withdraw this concession.

SMOKING – In accordance with the law, smoking is not permitted in any enclosed communal area.

The porterage staff maintain a safe and secure register or owners/tenants
contact telephone numbers. Please ensure the porters have your
number(s) and that these details are kept up to date.
